The Chinese Room Argument, by John Searle, is one of the most important thought experiments in 20th century philosophy of mind. The point of the argument is to refute the idea that computers (now or in the future) can literally think. In short, executing an algorithm cannot be sufficient for thinking.
The Chinese Argument is based on the premise that a person who cannot speak Chinese may indeed learn and become literate in Chinese by being exposed to it in a room with symbols that are representative of the Chinese language. It is important to point out that the Chinese Room Argument is a thought experiment.
